It seems this is less a genuine attempt at bringing about some bullshit law, but more of trying to distract people from the way Universal Credit has been reduced, and other attacks on the poor, which will definitely not backfire horrendously on Boris and all his fuckhole chums one day

I think they'd end up getting punishments based around something seemingly minor yet utterly infuriating to them, which would affect them way worse than red hot pokers or whatever. Like a gang of demons following Boris around, refusing to laugh whenever he tries a "joke". No Exorcist-style vomit, just a group of scary horned beasts blankly staring at him, rolling their eyes, checking their watches, etc. That's a genuine nightmare for ol' Shit Hair; he'd be wailing like the rest of the damned within five minutes.
